About the Ethiopian DataCite Consortium
The Ethiopian DataCite Consortium, led by Mekelle University, is a national initiative to promote the adoption of Digital Object Identifiers (DOIs) and Open Access policies across Ethiopian academic and research institutions. Funded by the DataCite Global Access Fund (GAF) 2025, the project aims to modernize research workflows and increase the visibility of Ethiopian research outputs.

Project Overview
The Ethiopian DataCite Consortium project aims to enhance Ethiopia's academic and research workflows by promoting Open Access policies and integrating DataCite infrastructure across institutions. Focusing on Mekelle University as a pilot site, the initiative seeks to register DOIs for 100% of its publications by the end of the year, with plans to extend DOI integration to four other institutions.
The project will significantly increase the visibility, citation, and accessibility of Ethiopian research, strengthening the country's Open Access infrastructure and aligning outputs with the FAIR Principles (Findable, Accessible, Interoperable, and Reusable).

- Policy formulation for at least five institutions
- Support Open Infrastructure implementation
- Generating persistent identifiers for research outputs
- Capacity building on RDM, DOI, IGSN, and metadata
- Scalable Digital Object Identifier implementation in Ethiopia
- Establish National DOI consortium: Building Community of Practice
Project Goals
Policy Advocacy
Advocate for the adoption of open access policies in at least 5 Ethiopian universities and research institutions, promoting DOI integration to ensure research is FAIR.
Mekelle University Integration
Ensure Mekelle University's journals will be fully integrated with DataCite by Q2 2025, and 100% of its selected publications assigned DOIs by Q4 2025.
National Expansion
Following successful integration at Mekelle University, expand the DOI integration process to at least 4 other national repositories and journals by Q3 2025.
DOI Generation
Ensure a significant increase of DOI generation for research datasets and academic outputs across participating institutions by Q2 2025.
Capacity Building
Deliver research data management (RDM) and DataCite services online training to 200 researchers, metadata training to 20 professionals, and DOI/IGSN management training to 20 institutional managers.
Consortium Establishment
By Q3 2025, establish a local consortium/secure direct membership in collaboration with DataCite to coordinate and manage DOI services across Ethiopian academic and research institutions.

- Organizations involved in any research area, including Health Sciences, Physical and Life Sciences, Social Sciences, Humanities and Arts.
- All institutions can join the consortium to register their research outputs, resources, and activities with DOIs, supporting open and persistent access to knowledge.
